President does not mean in charge of. In this case this is a ceremonial role throughout the history of the United States. The VP has no power associated with the role, which is what makes it ceremonial only.
She didn't say President of the Senate. She didn't say "presides". She said that the VP is "in charge of the Senate", which has a totally different meaning. Face it. The VP of the United States has a very simple role. Be there if the President is incapacitated or dies, and break ties in the Senate. They can be given other administrative duties at the discretion of the President, as could you or I, but that's it. Palin is on record before she was selected as not knowing what the VP does, and apparently she still doesn't know.
