Life Begins at Rape

This is the title of a story by Alaska blogger Shannyn Moore, published yesterday at Alaska Report.  Moore covers details of Alaska's rape epidemic, Sarah Palin's policies, and brings to light some details that have not yet seeped into the MSM, which I will discuss below the fold.

It is important to note that information on Alaska's status as the rape capitol of the US is seeping into the MSM.

ABC had this headline story yesterday:

Critics Question Palin's Record on "Epidemic" Rape, Domestic Violence in Alaska:Effort to Tackle Sex Violence Stalled by Palin's Office, Sources Say

Please Digg it

UPI: Palin record on women's issues questioned

Guardian UK Alaska: rape capital of America

Moore describes a rape victim:

I sat with a rape victim during the "harvesting of evidence". Mascara smeared eyes stared blankly out from a cave of shame. "We've got swimmers," announced the forensic tech in the lab next door. My friend didn't look surprised. In her 60's, she was still asked if she felt the need for emergency contraception. Surviving the process would have only been compounded and made worse with an itemized bill; victimized twice courtesy of Sarah Palin and the city of Wasilla.

Moore discusses the impact of Wasilla's past policies:

Our dirty secret had to do with a woman's right to be safe from rapists. This right to choose was not only threatened, but abolished with Sarah Palin's archaic policy as Mayor of Wasilla. The rape kit included emergency contraception. To be sure, emergency contraception is not, nor does it cause an abortion. In fact, ec prevents pregnancy and therefore reduces abortions.

Under Palin's Administration, "Life Begins at Rape" for women unable to pay for their forensic evidence gathering. Justice is served to women who can afford it and denied for those who can't. I live in Alaska-the wealthiest of the 50 states! Forcing rape victims to pay for their own forensic rape kits is something one would expect to find in a fundamentalist country overseas. I have outrage fatigue. I can't decide which facet of this policy is more upsetting. Is it the denial of justice for the poor? Is it the punishment of women who had been raped? Is it the political policies of a woman so entrenched in the "Pro-Life" movement she would deny justice to a victim? This is not a "Pro-Life" policy. This is a "Pro-Rapist" policy, and forced pregnancy policy.

It should be noted Joe Biden introduced legislation to fund rape kits to women in America. John McCain voted against it.

Moore cites an amazing piece of information.  Stop rape by banning the sale of a doll?

Under the Palin Administration, a law was passed that specifically deals with rapists. I am not making this up. It is now illegal for Alaskans to buy or sell the "Rapist No. 1" doll. Oh, you haven't heard of it? It's an "action figure" from Quentin Tarantino's film "Grindhouse." Yes, really. So now if you're raped, you can take comfort in knowing Alaska outlawed an action figure.

For all the Alaskans who have taken the charge to protect fellow citizens from predators, this was A GIANT WASTE OF TIME. It's embarrassing to write this. Who in the hell has been prosecuted for this "outrageous" purchase. Did she think people in Alaska with the propensity to rape women were suddenly dissuaded because they couldn't buy a movie action figure?

If Alaska's sexual assault statistics were true for the rest of the country, rape would be considered an epidemic and the National Guard would be called up. As Mayor and Governor, Sarah Palin has made justice illusive to criminals and forensics a commodity that victims must purchase. Meanwhile, rape prevention sits on the backburner. Being a rape victim isn't necessary for outrage. You don't need ovaries to protect the physical sanctity of fellow citizens. Life does not begin at rape, it just gets harder.

I'm not a fan of Palin diaries, and agree that our primary focus is the economy, but rape is an issue that grabs at the hearts and minds of women everywhere, crossing the political spectrum, and few are willing to take hardline positions about rape - even those who are open advocates against abortions.

Making sure this information gets out can change the minds of many women who may have been bedazzled by Palin having been put on the Republican ticket.

Other TM articles include AP:
Palin's town billed rape victims to get evidence

The Boston Herald: Alaska pols: Wasilla charged victims for rape kits

I wrote a long diary at Daily Kos here: Alaska: rape, incest and domestic violence; Palin and Monegan which gives links to the data on the rape and incest epidemic in Alaska, and explores the impact on Native Alaskans.

Action Item.

It has been discussed here that many young women are not currently engaged in Roe v Wade issues.  They are however very concerned about rape, and contraception.  Please contact your nearest Women's Studies Department at local colleges and universities to ask what they are doing to educate students on their campus about these issues.

We registered over 100 young women to vote in my Women's Studies class last Friday.  We are discussing the election next week, and how the policies of McCain-Palin will have an impact on their lives and rights to contraception, and rape protection.  We are also highlighting Joe Biden's stance on domestic violence, and Barack Obama's position about protecting children from sexual predators.

Good question. (none / 0)

But it is no longer a reality - special state legislation was passed to force Wasilla to pay for the rape kits.

Was it retroactive? (2.00 / 2)

Or are women still walking around who can't rent apartments, can't get jobs, because they were raped and couldn't pay the government of Wasiliastan for the kit?

Not having a place to live means you can't vote.. having lived somewhere ONCE is not enough.

Re: Life Begins at Rape (2.00 / 1)

I did a diary on this some time ago, or similar:

http://www.mydd.com/story/2008/9/11/1721 15/941#commenttop

Where are the womens organizations, where are the ads on this subject?

They are letting Palin become this actualization object for low information women voters

"I identify with Sarah Palin, she's just like me"

Unless you're a retrogressive bible thumper who thinks Rape is a made up charge Feminists use to punish those poor men, you're not....

I can't believe they are letting this slide?

Are they worried about some charge of sexism or something?

Why aren't Democratic women politicians, and it doesn't have to be Hillary, not nailing her with this?

Fight, damn it!

Re: Life Begins at Rape (2.00 / 2)

The choice of Palin is not only anti-woman, but it actually has the effect of making fun of women as candidates.

Truth.
Sarah Palin is making it harder for serious women candidates in both parties. She is undoing all the progress that Hillary made in the primary.

Re: Life Begins at Rape (2.00 / 1)

Exactly.

If SHE is the reference standard, essentially we will have a beauty pagent/mommy standard for women candidates?

Check box:

Photogenic: Hey, but you're no Palin, sorry....

Alternate life Styles: Not Palin-like, we are not interested?

No kids, you chose career instead: Sorry no need to apply, only super-moms here....

Think about it?

It's not like the Republics DON'T have women candidates?

When was the last time ANY talking head mentioned Oly Snow or Kay Bailey?

Oh, yeah, to have them comment on Palin.

Re: Life Begins at Rape (2.00 / 2)

Truly terrifying, and one of the most dignity-robbing salvos I've ever seen in the wingnuts' never-ending abortion war.

Remember that debate clip where she's asked if she'd be in favor of abortion if her daughter were raped? Hearing Palin respond instantly and without even a moment's hesitation was disturbing. I assume it's because rape to her is just a theoretical construct, a bad thing that happens to immoral women. If you're religious enough and "good" enough, rape shouldn't even be an issue, right?

See, if they can't overturn Roe, they'll just go around it and refuse to provide medical services. Your pharmacist can refuse to fill your birth-control prescription. Your doctor can refuse to give you information about abortion. Your city can force you to pay for your own rape kit. It just doesn't end.

Re: Life Begins at Rape (2.00 / 2)

oh, a couple other things...

John Aravosis at americablog figured out last week that this was all about the emergency contraception. I remember that while reading it, all I could think was, "Oh no, no, no, no...please tell me they wouldn't stoop that low." Ha.

I wouldn't expect Obama or Biden to go after this too strongly, if at all. I'd bet their strategists don't want two men using "rape" in a political attack. Not only might it not connect with women coming from men, but there's still a percentage of this country who'd attach subconsciously negative connotations to a black man talking about rape.

As you suggest, this is where women's groups and female surrogates should really be stepping up. If there's any moderates or fence-sitters who still think Palin is a "plucky mom" just like them, this might be a further awakening.

Instead, she's the hateful in-law who'll never pass up an opportunity to proclaim her moral superiority. She's the nutty neighbor who calls women whores for wearing short skirts. She's the crazy co-worker who brings up Jesus every five seconds and tries to recruit you to her church.

Twenty years later....... (none / 0)

Richard Nixon once said that in 1968--politically, the most tumultuous year in U.S. history--the only person the Democrats defeated was Spiro Agnew.

Twenty years later--with the opportunitiy to end "the Reagan Revolution"--we managed to beat Dan Quayle.

And here we are....yet another twenty years later.

Poor BJ....

Not a good day for your boy McCain?

Kind of makes your teeth grind, your jaw clench?

What WILL you do if you can't come here and wave the McCain/Palin Flag?

A new electoral map out from Real Clear Politics has McCain ahead for the first time, 227-207. This closely mirrors Rasmussen, 200-193.

I'm having a great day...so is McCain.

Well, then you should stay at Red State and RCP and all the other Republic sites?

McCain has peaked, the tide is turning, Palin is starting to get the scrutiny.

Unhappy times ahead for you BJ, but good times for the Democratic Party, and for America.

Best Diary Title Ever (2.00 / 1)

I'd love to get a tshirt made.  They need more one liners or bumpersticker encapsulations, but not meaning to diminish or denigrate the seriousness of the subject matter.

This is the most chilling account I've yet to hear, and I'd hope that this would resonate across party and idealogical lines.

Gov. Palin has a lot to account for.

I might be crazy... but are you seeing what I'm seeing?

sex slavery = rape (none / 0)

Benjamin Skinner researched modern-day slavery for his new book, "A Crime So Monstrous," and he was interviewed by Hannah Wallace of Salon.com"

Which presidential candidate -- Clinton, Obama or McCain -- do you think is most passionate about abolishing modern-day slavery?

Listen, I'm not going to give Obama a pass on this. It's not clear to me that he cares about modern-day slavery -- he hasn't said a word about it. And Hillary has, certainly in the last couple of years. Though not on the trail.

But I think it is a mistake to make this a campaign issue. I think it has to be a big piece of our American foreign policy platform. It needs to be fundamentally a central piece of any meaningful new American foreign policy.

And what about John McCain?

Well, he blurbed my book. John McCain is very close with John Miller, the former head of the TIP office, which is a good sign.
http://www.salon.com/books/int/2008/03/2 7/slavery/

The NY Times reported that the Justice Department has blocked new measures to strengthen ani-slavery efforts. The Times describes the "Justice" Departments' general view:

Should the department prosecute the American sex tourists who create demand for adult human-trafficking victims in foreign countries? No. Should Congress make clear that there should be increased penalties for Americans who sexually abuse children abroad? No way. Should we give our courts jurisdiction over Americans who traffic human beings abroad? Certainly not. Should the attorney general include information in his annual report on his department's efforts to enforce anti-trafficking laws against federal contractors and employees? No. Too "burdensome," says the Justice Department.

The department strongly objects to a provision that would make it easier to prosecute pimps, the chief slaveholders in the United States. The Justice Department opposes taking away from pimps the defense that they did not know a child's age. And it opposes easing the requirement to prove force, fraud or coercion in order to prosecute a pimp for human trafficking.
...
... the department seems to have more influence with the Senate, where the bill is stalled in the Judiciary Committee. And Senator Joseph R. Biden, Democrat of Delaware, has introduced a bill that largely complies with the department's views.
