A simple election in Freedonia

President Rufus T. Firefly was nearing the end of his reign, and it was time once again to hold presidential elections in Freedonia, a country of 3 million people in three equal provinces.  The rules of the Dumont Party are that its nominee is to be selected at its national convention by vote of a majority of delegates from the three provinces, and each province was to be represented by 100 delegates to be selected according to whatever system each province chose.  It was a simple system, and everyone agreed in advance.

The western province decided to select its delegates using a caucus system open to participation by all Dumont Party voters.  It was well known that this system always resulted in significantly lower turnout because of the cumbersome process and large time commitment; but the province party officials wanted to measure not only a candidate's popularity, but also his organizational strength and the activism and intensity of his support.  Caucus day dawned bright and clear, and turnout was relatively good, for a caucus.  About 200,000 people arrived to express their preference for their candidate of choice.  Candidate Chicolini, who had a strong organization in that province, won convincingly, gaining 60% of the 100 delegates.  Candidate Teasdale got 40%.

In the plains, the central province also held caucuses.  Only 150,000 participated, but the demographics strongly favored Chicolini, who this time got 70%.  Teasdale managed 30% of the delegates and the votes; but vowed to fight on.

Finally, Teasdale's turn came.  With the electorate energized by the contest, three quarters of a million voters showed up for the mountain province's primary, and Teasdale was stunningly victorious, capturing an impressive 25-point victory.  

So when the delegate selection process was completed, voters of the Dumont Party had amassed these results:

Chicolini:  Won 2 provinces, 162 delegates, 506,250 votes
Teasdale:   Won 1 province, 138 delegates, 593,750 votes

So the question is, according to the party rules, who wins the nomination?
