Foreign Relations Chair: Feingold?

As mentioned earlier, there's an intense game of committee musical chairs going on in the Senate. But one not-entirely-remote possibility puts a huge smile on my face: Feingold as chair of Foreign Relations:

Vice President-elect Joe Biden leaves an open chairmanship on the Senate Foreign Relations Committee that could end up  being filled by one of the most outspoken critics of the Iraq war.

Sen. Russ Feingold (D-Wisc.), among the chamber's most liberal members, is the fourth Democrat in line on the committee, behind Biden, Sen. Chris Dodd (Conn.) and Sen. John Kerry (Mass.).

Dodd said Thursday he plans to stay on as chairman of the Senate Banking Committee. Kerry is reportedly lobbying to be  President-elect Barack Obama's Secretary of State.

That leaves Feingold, an unapologetic champion of civil liberties and a staunch opponent of the Bush administration's war in Iraq, next in line. Feingold opposed the war from the start and was the first senator to call for a U.S. troop withdrawal timetable.

For accountability and judgment, there could be no better captain at the helm of Foreign Relations than Feingold. One of the Iraq War's strongest opponents (and the sole dissenting voice on the PATRIOT Act), Russ would be the perfect prescription after eight years of Bush foreign policy. And he's not one to pull punches or bow to politics, even with members of his own party: just over a week ago (and right before a Presidential election), Feingold wrote an op-ed in the Christian Science Monitor questioning the conventional wisdom of sending more troops to Afghanistan.

Now, as the Hill's story mentions, Feingold could be passed over for someone more conservative, like Bill Nelson. But I can't see Russ standing for that, and neither would his supporters.

That would be VERY interesting.  Feingold would be even better as chair of Judiciary, but that job isn't open.

Lord knows President Obama will be getting pressured from any number of hawkish voices.  It can only be a positive for someone to apply pressure from the other side.

Stupid question (none / 0)

What kind of power does the foreign relations committee have (given a president of the same party)? I was under the impression that most foreign relations are done directly by the executive branch. Granted, I have no idea what I'm talking about—hence the question.

The Foreign Relations Chair would certainly have less power with an executive of the same party, but still presides over hearings on the ratification of treaties (such as the comprehensive nuclear test ban treaty, global warming, international criminal court), consent of ambassadors, and can bring to light certain issues of interest.  Considering Feingold heads the subcommittee on African Affairs, he could contribute his knowledge of issues there (the Congo, Darfur, Zimbabwe) to administration decision-making.

That would be awesome.  Had Paul Wellstone lived, he'd have been next in line instead of Feingold.  Imagine those two topping the committee.

I'd rather have Feingold work on domestic policy (increasing market regulation, healthcare, etc).

Oh, man, Feingold so deserves to be chairman of something, and we deserve to have him as chairman of something. And Foreign Relations would be a great place to start. I don't want Kerry as SecState, though... I wonder if there's anyway to keep Kerry in the Senate and yet still have a Chairman Feingold? I doubt it.

Bill Richardson or Richard Holbrooke would make me happier than Kerry.

Kerry seems sorta weak and ineffective.

I can't see Obama appointing Senate Democrats to the cabinet, especially Democrats from "Red" states, threatening the size of the new Democratic Majority in the Senate.
