The latest robocall from Albert Wynn (MD-04); he seems a bit defensive...

Well, this has to be a first. In my 20+ years in MD-04, with Mr. Wynn as my Congressman since 1992, I don't recall ever hearing anything so defensive from him as I did the evening of Weds. 09Jan2008, when I arrived at my PG County residence to find his latest robocall on my answering machine. Here is a transcript of that message, with some additional notes and links after the jump:
Hello, this is Congressman Albert Wynn. My opponents have invested in a massive media campaign of distortions and outright lies. Their ads claim I received vacations paid for by lobbyists. The truth is I was invited by trade associations such as the Railroad Association and minority business organizations to give keynote speeches and participate in panels during overnight and two-day business trips. Next they say I voted myself five pay raises. The truth is, that I and every member from our region voted for a cost-of-living allowance, or COLA, for federal employees. By law, members of Congress automatically receive one-half percent less than federal employees. I'm Albert Wynn, and I just wanted you to know the truth. Thank you.
My assumption is that this was prompted, at least in part, by the public protest and online criticisms of the recent Entergy-hosted fundraiser for Mr. Wynn. See discussion of this in a couple Matt Stoller diaries over at Open Left,

A couple notes on the robocall contents. The "Railroad Association" sounded a little too generic, and a few Google searches didn't clarify matters - there are several organizations with names that contain that phrase. It's probably a trivial thing, but I may have another go at it after getting some sleep, more out of curiosity than anything.
What I am really curious about is whether that discussion of the COLA business was such a good idea for Wynn. There are still a lot of federal employees in MD-04, but as everyone knows by now, private contractors have been assuming an increasing share of the duties formerly borne by government employees. The executives of those contracting companies usually do quite well, but I wonder if their rank-and-file employees are going to have much sympathy for Mr. Wynn's argument, unless it is the habit of federal contractors to offer COLA adjustments to their non-executive staffs. I've seen some folks in these blogs who seem to know something of the demographics in this district; perhaps they could provide further insight on this topic.
Mr. Wynn is definitely old school, and it seems (IMHO) he has developed a "tin ear" with respect to the needs and worries of a lot of MD-04 residents. I mean, do any of you political professionals think that
something like this offers big political payoff in the current environment?
