Levin-Reed Amendment Fails Too

This morning the Levin-Reed Iraq withdrawal amendment failed 47-47. In July, it went down 52-47. Think Progress explains the shifts in votes:

Sens. Susan Collins (R-ME), Chris Dodd (D-CT), Ben Nelson (D-NE) all voted "yea" in July, but voted "nay" yesterday. Sens. Barbara Boxer (D-CA), Dick Durbin (D-IL), and Bernie Sanders (I-VT) all voted "yea" in July, but did not vote yesterday. Sen. Bob Bennett (R-UT), Trent Lott (R-MS), and Pete Domenici (R-NM) also didn't vote yesterday, but voted "nay" in July. Sen. Tim Johnson (D-SD) yesterday voted "yea."

Why did Dodd, Boxer, Durbin and Sanders, some of the most progressive senators, either vote No or not vote this time? It didn't go far enough.

Senator Dodd explains his reasoning:

"As much as I appreciate the effort of this legislation, I cannot support it," said Dodd. " I believe the only way to achieve real change in Iraq is to insist on a firm and enforceable deadline for redeploying U.S. combat troops that is tied to funding which is the only way we can end this war . Unfortunately, the President is unable to accept the reality of what is happening on the ground and will use any excuse to continue his failed policy. I urge my colleagues to insist on legislation which will offer real and immediate change to this disastrous war."

Dodd's speech on the floor today is really worth a look as well.

We all know that this President doesn't understand subtlety.  He has demonstrated time and time again that he doesn't respect this Congress or even the law.

How many signing statements has this President issued in which he outlines ways to ignore or circumvent the laws written by this Congress?

Too many.

How many innocent Americans have been subject to illegal, warrantless wiretaps authorized by this President?

Too many.

How many falsehoods and deceits have been perpetrated by this President to justify his disastrous war of choice in Iraq?

Too many.

Mr. President, there is only one way to force this President to change course in Iraq and that is to take away the money required for him to conduct that war.  Iraqi officials need to be convinced as well that we truly mean it when we say it is time for them to take responsibility for their country and not count on us indefinitely to fight their fight for them.

If we are truly being honest with the American people when we say we are fighting to end this failed policy we must do everything possible to do so.

That is why while I respect the efforts of my colleagues Senator Levin and Reed, I felt compelled to vote against their amendment.

This is what leadership looks like.

On the other hand, for a look into what drives Susan Collins to vote as she does, this WaPo article is instructive. Remember how Olympia Snowe voted for the Habeas Restoration Act, while Collins voted against it? Turns out Snowe's was a last minute switch once she was informed by the leadership that it would go down anyway and Collins, left out of the loop, was steaming mad that she didn't know that she could have thrown a meaningless save her ass in 08 vote as well.

I admit that things the Sen. Dodd has said or done over the last month or so has forced me to reassess his candidacy.

I hopw he can stay in the race long enough for me to vote for him.

Me, too.  I've always liked Dodd, but ever since he campaigned hard for Lamont against Lieberman, when barely any other Democrats would, I really began to support him.

Dodd sounds more like a flip=flopper to me:

THAT IS NOT LEADERSHIP OR INTELLIGENCE.  Are we to believe that Dodd did a 180 degree turn on this bill in two months???  Sounds to me like he doesn't know what he is doing.

And what is the legislation that Dodd is offering?? That will get the country out of Iraq?

I would rather have the Senate on record as favoring withdrawal and then make the final push to get the troops out as soon as possible...

I'll be totally honest.  This smells politcal to me on all sides.  The Webb amendment was our only real opportunity to change the policy in Iraq.  Any deauthorization will be our only other chance.  The Constitution makes it extremely difficult for the Congress to override the president in executing foriegn policy.  Defunding isn't going to happen, and I'm not a big believer in the "deadline".  With W in office, it's absurd because it isn't going to happen. But, more so, how can one say what the "deadline" is this far out from even a legitimate draw down?

I agree - the legislation was designed to lose but make people who voted for it look good.  When it looked - dangerously - like the bill would succeed the Dems started to bail out on the bill.

More and more Dodd looks like the ONE who fits best for me. If all of you really look at what you want from the next president and then look at what Dodd has been saying and doing, he looks good!

I still have not made up my mind but I would LOVE to see more support on the blogs for Dodd!

I am sick of this top tier second tier crap. Why? Because it IS crap! It is based on money and the MSM.

Who may I ask are you supporting? I just looked at some past comments by you and it seems that you like Biden. How is Biden better then Dodd?

Also, yes.. Biden has been ALL over the TV for a long time. Ask anyone who is a regular watcher of the sunday talking head shows.

Snowe & Collins always follow this pattern of voting--pls. let's stop perceiving either of them as "moderates."

Appearing to vote as a "moderate" (when you know something will fall short); and flip the other way w/the NeoCons on the important stuff (which damages the world/country).

Suze has never been scrutinized before, so, of course she reactive in a defensive posture!

Catching her on audio/video would have been better; as she shakes-n-shimmies when attempting to articulate anything--let alone, if pressed into a corner (along w/the non-verbal affect cues).

However, she also touts herself as "experienced" and/or seasoned in D.C. (as a reason to disregard her two term pledge--we Mainiacs supposedly "need" her to represent us).

<snooze>

So, which is it, Suze?

Seasoned, or a rookie (who needs "Big Sis's" mentoring when attempting to hoodwink your constituents on something as crucial as fundamental human rights)?

[Emphasis on "attempt"].

Snowe and Collins have done this for years, folks.

Coleman must've also been out of the ol' loop, too.

Smith & Sununu were moreso astute, per potentiality of damage inflicted in '08 race.
