Just before Independence Day, some franked literature arrived in the mail from Albert Wynn, that devoted servant to the Corporatocracy, and (unfortunately) my Congressman (MD-04). Details are provided below the fold, but to summarize, this bit of franked mail from Mr. Wynn sought to demonstrate his commitment to students and education, and toward that end he bragged on what he has done and what he plans to do in the U.S. House.
As part of my ongoing effort to record these mailings from Mr. Wynn to his MD-04 constituents, I have scanned each page of the 4-page mailing and provided links to the images "below the fold". The inner two pages are the only ones with actual content (text), but in the interest of being complete, front and back cover images are provided as well.

Education is always a big issue in both Prince George's and Montgomery counties, though in somewhat different ways, so this issue can help any incumbent who can legitimately claim even minimal bragging rights - especially a Congressman who isn't directly involved in the tough day-to-day management of county-level school systems, nor the state agencies responsible for support and oversight. To be fair to Mr. Wynn, he seems to have shown genuine interest in this area over the years, if news articles are any indication. Education of children has been a huge issue in the African-American community going back to the days before Emancipation, and no politician representing a majority AA community - particularly one as relatively affluent as MD-04 - could stay in office by ignoring the issue.
Having said all that, Mr. Wynn demonstrates one of the huge advantages of incumbency in this case, with some positive nuggets of accomplishment which can be heralded via the taxpayer-sponsored franking privilege available to all members of Congress. It's a safe bet that Donna Edwards will have plenty to say in the upcoming primary on this and other topics; furthermore, she is more likely to see the whole picture where children and education are concerned. To wit, it goes beyond good fiscal support for schools, and even beyond supporting the very good Head Start program - support of the whole family structure is necessary, to the extent that childcare providers need to provide decent housing and health care. No one wants to see this horrible and totally avoidable tragedy again, but IMO only one of these candidates would have been more likely to address the major underlying issues which led to it before it happened.
