Where the Iowa field offices are (updated)

I decided to write this diary when I learned that Barack Obama and Hillary Clinton each have more than 30 field offices in Iowa.

After January 3, we will see whether campaigns with the most field offices did better in the counties where rivals had field organizers and volunteers working without the visibility of an office.

More information than you probably wanted to know is after the jump.

I have listed the counties in descending order, based on the number of state delegates they will assign on the Democratic side. I took the numbers from this post by Drew Miller, who calculated how many state delegates each Iowa county would contribute to the 2,500 total.

[UPDATE: Drew Miller informs me that the Iowa Democratic Party adjusted the state delegate numbers, so I have corrected the delegate numbers for Polk, Story, Warren, Muscatine, Winneshiek, Winnebago and Emmet counties.]

I also give the 2004 caucus results for each county. Those numbers come from this table on the Des Moines Register's website. The results reflect the percentage of county delegates assigned to the various presidential candidates (not the percentage of raw votes each one received in the county).

Here is a map of Iowa showing all 99 counties and county seats. Not all of the presidential candidates' field offices are in county-seat towns. If you want to see where all the offices are located, I suggest that you consult a good road atlas.

Total field offices in Iowa for each candidate:

Barack Obama 37 (includes two in Des Moines)

Hillary Clinton 34 (includes two in Dubuque and two in Cedar Rapids)

John Edwards 25 [UPDATED to reflect new offices opened in December]

Bill Richardson 16

Chris Dodd 13

Joe Biden 9 (with possibly two more to be added)

Dennis Kucinich and Mike Gravel have no field offices in Iowa.

Note that all of the six serious campaigns have field offices in nine counties that account for about half of the 2,500 state delegates.

Also be aware that all of the campaigns have field organizers and volunteers working in many counties besides the ones where they have offices.

Several of the campaigns have added new field offices within the past month. Clinton's campaign opened about 15 of her field offices very recently, approximately two months after Obama's campaign had offices in many of the same towns. Edwards had 15 of his 25 Iowa field offices up and running since the summer, then added ten new offices in December.

All told, 42 counties have at least one field office for a Democratic presidential candidate. I was surprised by some of the small towns where Obama and Clinton have opened field offices. I had to get out the Iowa map myself to find some of these towns (Dunlap, Sheldon, Independence).

Granted, those campaigns have money to burn, and it must be very cheap to rent office space in small Iowa towns. Enthusiastic supporters may have even donated office space to the campaigns in some places.

But many counties where Clinton and Obama have opened offices will assign less than 1 percent of the state delegates. Even if you count the delegates coming from neighboring counties, you are talking about a very small percentage of the state delegates.

Are the campaigns mainly vying for bragging rights as the one with the best Iowa ground game? Or will the visibility of all those extra field offices really help Clinton and Obama "organize, organize, organize and then get hot at the end"?

Please post your theories in the comments.

it took longer than I thought it would (2.00 / 4)

when I started the project!

But I was interested in digging into the 2004 results anyway, so I didn't mind.

Am I right (none / 0)

in seeing significant Dean weakness in the rural/smaller counties?

Who is appealing to the same group?  Initially I would think that Obama in some ways resembles Dean in appeal - which would suggest he might have trouble in rural areas.

recognized early on that he was much stronger in some cities and college towns than he was in rural Iowa. I think the whole point of opening 30 plus field offices was to address that potential weakness.

I haven't talked to anyone doing field in rural areas lately, so I don't know how the race has shifted.

Re: Where the Iowa field offices are (none / 0)

Wow, this post is like an encyclopedia.  Incredible.

I figured people would want the info (2.00 / 1)

It's surprising how hard it is to find the 2004 results by county. The Des Moines Register really has it buried on their site, and there don't seem to be very many sources for it on the web.

If you look at the results, some interesting patterns emerge. One is that Kerry dominated the medium-sized cities in Iowa (Dubuque, Davenport, Council Bluffs, Sioux City, etc.). If Edwards can bring up his numbers a bit in those cities and hold steady in the counties where he was strong in 2004, he will be in a very good position.

Re: I figured people would want the info (none / 0)

You know, I always thought it was Montezuma County, not Poweshiek County (I got a speeding ticket there once).  So I guess I learned something today, although it wasn't necessarily the most important thing.

Re: Where the Iowa field offices are (2.00 / 1)

Wow, its alot different then when I worked Iowa for Gary Hart in 1984,  I think we had 1 office in every congressional district and a statewide office in Polk Co.

I can't remember how many offices (2.00 / 1)

the candidates had in 2004, but I thought Kerry only had around a half-dozen. When I heard earlier this year that Edwards was opening 15 offices, I thought that was a lot.

Did anyone else see this nifty tool at Politico? (none / 0)

I'm not generally a fan of linking to the Politico, but they do have a neat tool  (Click on the Iowa map "Tracking the Candidates" in the middle of the linked page) that shows how many times the candidates have visited the 99 counties in Iowa. Inexplicably, among the Dems they only show the results for the 3 frontrunners.

that is an interesting tool (none / 0)

I don't agree with listing only the top-tier candidates, though.

Richardson has been to 98 counties (all but Keokuk County, and he will get there soon, apparently).

I don't think Biden and Clinton have even been to 50 of the counties. I don't know about Dodd. Obama has been to at least 60, I think.

Re: Where the Iowa field offices are (none / 0)

My Region 5, four years ago for Dean, had our main offices in Council Bluffs and Sioux City, with smaller offices in Le Mars, Woodbine (10 miles West of Dunlap on Hwy. 30), Creston, and Glenwood (kind of).

We paid $300/month for the space in Council Bluffs, $0 for Sioux City, $0 for Woodbine, $0 for Glenwood, and then kind of offered subsidized housing/office for our folks in Le Mars and Creston (including Oregon Senate candidate Steve Novick).

In Council Bluffs, we rented from the Pottawattamie Co. Genealogical Society.  The other tenant in the building was a bingo hall.  On Wednesday and Saturday nights, when they had bingo, it was very difficult to find parking, and the cigarette smoke came through the wall into our office space.

thanks for posting that (none / 0)

I don't know why, I thought you were a regional director for Dean in eastern Iowa.

I met someone on the Edwards campaign who was a field organizer in Council Bluffs during the last campaign. The campaign put so few resources into that area--no ads in the Omaha/Council Bluffs market, for instance. In late December 2003 he had all of his known Edwards supporters programmed into his cell phone! That's how few there were.

Yes, I've also heard Pat Maloney tell me that we only beat them in Pott. Co. b/c they didn't spend a lot of money on Omaha.

Edwards's built-in advantage? (none / 0)

Seeing all those counties where Edwards won or did very well last time makes me wonder if he's at an advantge having a list of "1"s to call from the last election. I wonder how many people who voted for him in 2004 won't do the same in 2008. And this time around, he should pick up a sizable number of former Dean voters (who will likely split between Edwards and Obama) and Kerry voters (the main source of Hillary's support but many will choose Edwards or Obama too)....

there was an article on Politico (2.00 / 2)

that touched on this:

http://www.politico.com/news/stories/120 7/7211.html

The article quotes Rob Tully (former Iowa Democratic Party chairman and longtime Edwards supporter) as saying the campaign expects to hold on to about 60 to 70 percent of those who caucused for him in 2004.

That seems about right to me. I've been thinking all year that the path to winning Iowa for Edwards is to hang on to at least half of his supporters from 2004 and add a quarter of the Kerry supporters, a third of the Dean supporters, and half of the Gephardt supporters. All of that seems very doable.

My sense is that the Dean supporters are largely splitting between Edwards and Obama, with Hillary and other candidates also getting some of them.

The Kerry supporters in the Des Moines area seem to be all over the map--just among the former Kerry precinct captains I know, there are precinct captains for Edwards and Obama and also some strong supporters of Hillary, Biden and Richardson.

One big question mark for me is where will those Kerry supporters in the medium-sized cities go? When you look at the results for counties like Dubuque, Scott, Woodbury and Pottawattamie, it's amazing that Edwards finished as close to Kerry in the state delegate count as he did.

If Edwards can moderately improve his standing in those counties and some others in eastern Iowa (e.g. Clinton, Muscatine) he should be ok as long as the former Kerry backers do not move en masse to just one other candidate.

Re: to paraphrase Chris Bowers (none / 0)

maybe so, but you are better at this than most of the hacks out there and most of the wonks. not just in this diary but in general you give details that help us to really understand how things works. i love context which is something missing from a lot of these discussions.

thanks for the suggestion (none / 0)

I have never put anything up on wikipedia--I have no idea how that is done.

Chris Woods at Bleeding Heartland suggested that it would be helpful to have all this in an Excel file. I should have thought of that--it might make the data more accessible.
