Use it or Lose It!

Be sure and call a congressman or congresswoman this week from the Use It or Lose It page. This is a project of accountability to the netroots, to the Democratic Party's activist movement, and showcases who our leaders will be in the future. Contributing to the DCCC's field program is not the only available solution, as Rep. Blumenauer amply displays. But if they are not usin' it, they are losing. Jerome

I deeply appreciate the "Use It or Lose It" project spotlighting the fact that there is over $50 million available for competititive House Democrats sitting unused in congressional campaign accounts. One of my assignments for the Democratic caucus has been to encourage Democratic House members to not just sit on money, but step up and use it.

I spoke with Jerome Armstrong yesterday, and he pointed out that while I've been out working hard in competitive races, I've not done a very good job of explaining what I've done and how I've done it. His point is well taken, so here it goes...

I've been in the top 15% of members of Congress in support of other campaigns, more than many people much more senior than I and with more powerful committee positions. Indeed, when you're from a small state like Oregon, are perceived as being in a "safe" seat, and not tied to wealthy special-interests, it's difficult to raise money. Nonetheless, I've understood my responsibilities since I was first elected to Congress.

Since most of my donors give to support my congressional campaigns and political work here in Oregon, my very first year in Congress, I created a leadership PAC, the Committee for a Livable Future (LivPAC), so that I can help others. LivPAC has grown to be the second-largest environmental PAC in the country (behind only the Sierra Club) and has been responsible for more than $1 million of assistance to congressional campaigns.  Between my work through LivPAC, my dues to the DCCC (to whom I've paid more than required) and the contributions I have asked for from my supporters that they make to others rather than me, I raised or gave away almost $750,000 this cycle - over 60% of a total campaign effort of almost $1.2 million. And that doesn't include the hundreds of hours of my staff's time I dedicated to raising money for competitive Democrats.

My remaining campaign resources will be spent on a "Get Out the Vote" effort in Oregon, staff, and regular operational expenses. It will also allow us to stay operational in 2007, so that we can get a jumpstart on the 2008 fight for control of Congress and the White House.  Turnout is critical in the next two weeks and we all need to dedicate ourselves to making sure that we get our supporters to vote!

All in all, I have done more on behalf of others than anyone else in the Pacific Northwest (I think in either party) and I've tried to do it in the right way.

In addition to cold hard cash for Democratic candidates across the country, I've traveled to over a dozen congressional districts in 11 states to help raise money and create buzz.  I am also focusing on key races here in Oregon, supporting progressive candidates like Rob Brading over Speaker Karen Minnis and re-electing Governor Ted Kulongoski.

I hope that "Use It or Lose It" will encourage others to make sure that they are doing everything they can in these remaining two weeks. If we all do our part, there's no doubt in my mind that we'll regain control of the House and Senate and have victories up and down the ballot in Oregon. The bottom line for me is that I am deeply committed to the team effort. I've done more than anyone in the Northwest and at more levels -- local, state, and national -- and I'm not finished yet!

I can't claim to be informed enough about this issue to say whether or not what you've done and are doing is "enough" but that you're willing to step up and respond to the call speaks volumes.

I appreciate this comment because I think many of us in the netroots probably don't have as much information about the details of intra-party fundraising and spending as we would like. That strikes me, in fact, as part of what makes "The Use it or Lose It" campaign great politics. There's an opportunity here for citizens to learn more about the process of fundraising and intra-party funding. This knowledge is probably a pre-condition for any meaningful change. Not only can this campaign force Congressional members to give more money to those who need it. Not only does it demand accountability from our reps (esp those in safe seats who don't have many ways of being challenged or held accountable). In the long-term, this kind of movement can also help the fundraising efforts of members. When a rep like Blumenauer simply takes the time to make a case in public for what he's doing, it gives us all a greater sense of what it means to contribute to our Reps. But too often, its exactly this kind of (putatively) "inside" information that is never shared with citizens.

This campaign by Chris Bowers is an outgrowth of the surge in grassroots donations over the internet that we saw in 2004 and in sites like Act Blue. It only makes sense that citizens become both more informed about, and actively apply pressure to reform and improve, the way that Congressional reps both raise and spend money.

Congressman Blumenauer has been a central player in the Oregon Democrats' efforts to retake the state House for the first time in 16 years, investing in races and helping out even non-targeted campaigns.

Thank you, Earl, for all your hard work--I hope when the Democrats take back the House, you get the recognition you deserve!

I did some of my own research and I only wish your colleague across the river was such a team player.  David Wu is sitting on almost $700k, has no real opponent, and last time I checked, hasn't even paid his full dues to the DCCC.  For some reason, Wu didn't make it on the Use it or Lose it call list but he is definitely someone we should target: (503) 228-4598 is his campaign's number.  I plan on calling tomorrow first thing.

I congratulate you! We both know you have a safe seat and that gives some leeway to help others. You are an excellent representative from our state. You represent the best of Oregon. I hope the day comes soon when you consider the Senate. The Bush surrogate we have now is a disgrace.

My money and hope is on the Kitz.

If the Dems take the Senate, or come close, I say he's in because he has explicitly said he was avoiding it because, aside from family issues, he didn't want to languish in minority status and not be able to implement his agenda, which wouldn't be the case anymore.

Kitzhaber seems very insistent on living in Oregon rather than living on two coasts.  Undoubtedly, he's great and could win.  That's why we tried so hard to get him to run in 2002.  But if he wouldn't then, I don't see why he would now.

My point is that Kitzhaber didn't want to run then, aside from family issues, because he saw no point to being in the Senate as a member of the minority because he wouldn't be able to advance his agenda at all.  

But, if the Senate is up for grabs in 2008, which it very well should be, then his primary political reason for not running then now becomes a reason to run.

But there were also LOTS of reports about how he loved Oregon and didn't want to move away from there to live on the East Coast.

Earl was one of the first in Congress last month to speak out when he issued his "Condemnation of Legalizing Torture", which made me proud to be his constituent.
Sometimes it seems a "waste" to have so many liberal voters concentrated in one area, electing just one representative in that area while conservative votes tend to be spread out over more locations, in suburbs and rural areas, where they may have just enough of a majority to win in each district and thus are able to elect more representatives.
But having a "safe" seat such as this one can enable the Representative to take important stands that might be too risky for Representatives in closely contested districts.
