Getting Low Income Voters to the Polls

Even though the 2004 election saw extremely high turnout, it did not alter one chronic problem in American democracy: low-income voters turnout at low rates. This is a real problem for both low-income voters and for Democrats, since it means less political representation for low-income voters and an electorate that is at least somewhat stacked against Democrats (since low-income voters tend to vote for Democrats). What are the causes for this problem, and how can they be reversed? Using exit polls from the Roper Center for every presidential election since 1976, I have produced the following table showing the discrepancy between the median income of the electorate, and the median income of the nation:

Admittedly, there are not the best numbers for national median income. I calculated national median income using this page, and taking the simple mean of male and female median income. The 2004 national median income is simply the 2002 national median income. I would have better numbers, but the census page is down. Aarrgghhh.

Even with the problems in the numbers, I think this table shows just how much wealthier the electorate is than the nation as a whole. It also shows, I believe that this is a chronic problem, rather than something new. It began to grow far worse in the 1970's and is directly connected to the overall decline in voter turnout since 1968 (a problem that saw a brief reversal in 1992, and a somewhat smaller reversal in 2004).

At first, low turnout among low income voters was almost certainly related to the mentality of the bystander in the Pew typology study. The bystander is typically young, and young people tend to have less income than their elders. Also, the granting of the franchise to 18-20 year olds in the 1970's would have further increased the impact of this group on overall voter turnout. Many people I know who were teens in the 1970's are also fond of emphasizing how is was a rather extreme period of disillusionment among youth, and I am willing to take them at their word that this probably had a more extreme impact on the youth vote then than it still does today.

Of course, since the 1980's, another major factor has come into play: voter disenfranchisement. Nationally, over four million Americans have been disenfranchised, primarily as a result of a wave of new felony disenfranchisement laws in the 1970's and 1980's coupled with the extreme rise in the national prisoner population as a result of the "war on drugs." Such disenfranchisement has been overwhelmingly targeted and minorities and low-income demographic groups, further exacerbating the income gap between the nation and the electorate.

Considering the above table, it would appear that after the youth started coming back to the polls, the overall income between the nation and electorate remained steady probably because of the great increase in disenfranchisement starting in the early and mid-1980's. Now, many have suggested that this post-1976 increase also took place because many low-income voters stopped feeling as though either of the major political parties represented their economic interests. While there is not enough data here to draw a definitive conclusion on that issue one way or the other, there does seem to be a general narrative problem with that theory. After all, the income gap between the electorate and the nation as a whole shot way up before "third way" or centrists organizations within the Democratic Party ever came into being, and in no way seems to have been exacerbated by Clinton's 1992 and 1996 campaigns. It should be noted that the 2000 campaign did witness a noticeable increase in the income gap from the two previous campaigns.

The degree to which these three factors--youth bystanders, felony disenfranchisement, and corporatist economics--each play a role in the income gap between the nation and the electorate is debatable. One thing, however, is not debatable: this has been going on for a long time. As such, any notion that a single individual or set of campaign proposals will rectify this problem is misguided. As a chronic problem, it requires a broad-based, multi-faceted long-term solution. It is a problem that Democrats must address, otherwise they will consistently face an electorate that is structurally stacked against them, thus making any future governing majority all the more difficult to construct.

Did you happen to check the numbers to see if level of education corresponds to increased median income of the electorate?  The more educated, the wealthier, therefore more Republican?  The less educated, less wealthy, less tied into a system that you perceive as being only for the wealthy, the less likely to vote?  Something I've been thinking about recently.  Just finished reading a book (Lies My Teacher Told Me by James W. Loewen) that started me thinking along different paths.  Maybe off subject, sorry if so.

Education and voting habits produce a bell-curve like graph. The most (post-graduate degree) and least (no HS degree) educated people are the most likely education groups to vote Dem. "Some college" is the most likely to vote republican, while those with only a HS degree and those with a full college education are somehwere in between.

I guess the old saying is true--a little education is a very dangerous thing.

Now that companies can pick and choose among hundreds of desperate candidates, a degree (and often, one from one of the 'right' schools) is more often than not required, no matter how much, or even how relevant the experience is.. at least in larger companies.. (the kind more likely to offer health insurance)

A good book I read recently is 'JobShift' - I don't have it in front of me, so I don't have the author.. He said, and I agree, that we are returning to an age of task-driven (not 'job'-based) employment. But, unlike the past, we have very few skilled crafts that can resist the pervasive tendancy of American business to commoditize every profitable trade - mass production has made cheap goods and services - services that in the past would have supported independents, available to all, but the profits are channeled upward, not shared with the working staff and middle management..

This book was written in the early 90s, and the language seems a bit dated at times, but the premise, if anything, looks even stronger..

It also provides the clearest explanation Ive ever seen of what I think Bush is trying to express with his 'ownership society' blather.. Of course, the cruel truth of this is that the amount of work that unskilled and semi-skilled workers.. people without advanced technical or leadership skills.. will have in the future is much less. The future for the average American worker without a world-class technical specialization - is not so good.. But, of course, if they told us that, we would have to start preparing for it.. (the first thing that would happen would be that taxes would become more progressive and we would have to start investing much more in schools and learning.. a broad kind - te broadest kind..of learning, not training in job-specific trades that can disappear fell swoop, with the commercialization of one bright new invention.. And that takes years..tens of years.. not six months..)

Would it be our first officially mandated holiday? I know other countries have them.. but I don't think we do. We also have the shortest average vacations of any developed nation. It would make sense to extend vacation time bacause the lack of time that parents have to spend with their kids is destroying marriages and families.. and making people not want to have children..

*Dems also need to push to MAKE OFFSHORING JOBS ILLEGAL.. and anything else that will help Americans make the most of the remaining years before technology replaces them... Remember Moore's Law.. computing power doubles every 18 months for a given amount of money.. That means that many robotics and decision-support technologies that are not feasible now will be soon.

So, given the work-free future looming.. Americans  will need to save lots of money, since its clear that they can't turn to the government for help...

Meanwhile, the Dems are happily going along with job exportation.. and not coming down on illegal immigration.. If illegal immigration was stopped.. then salaries for those low end jobs would rise to the point that a person could perhaps live off of them.. And a domestic robotics industry would become more viable.. Right now, the high wage countries have a jump on us in robotics, because it makes more sense for them.. but we are addicted to the illegal immigrants and their providing of cheap, disposable labor. Thats cruel to them, as well as to us. They need to go home and raise wages in their countries. And save money..Before technology takes those jobs away too.. (it will..just as it will here)

If, in fact, making election day a holiday would bring more people of lower economic means to the polls, the Republicans will never let it happen. And right now, they're in control. But I don't think it would help anyway. Give disenfranchised voters a holiday and they'll use it to sleep, run errands, etc. What needs to be done is a coordinated effort to:
1.Register people and in doing so develop a data base on them (do they have transportation, what's the most convenient time for them to vote, etc.).
2.Maintain contact with those people (call and/or send reminder postcards about the pending election).
3.Do an all out blitz on election day to bring them to the polling place. Remember, you have the data base, so if they need a ride-provide it, etc.      
Memo to neocons: I respect your right to have an opinion, but I just don't want to hear it anymore.

Potential problem (none / 0)

I'm not sure you can draw the conclusions you do given the data you present.  If a) the rich are getting richer and the poor are getting poorer and b) the electorate happens to be richer than the national median income at all, then even if the same people voted year after year in the same numbers, the median income of the electorate would climb relative to the national median income.    

For example, if you had five people in the electorate (named Person A-E) and they begun with the following income in 1976 {A=1, B=2, C=3, D=4, E=5} and suppose only A, D and E voted year after year.  If by now their incomes were the following {A=1.5, B=3, C=4.5, D=8, E=12} then the ratio of median national income vs electorate income would have risen from 3:4 to 4.5:8.

This shows that the effect you track (i.e. rising median electorate income vs. median national income) is not necessarily due to any change in voting behavior, so you cannot infer much about voting behavior given the data set you presented.

We've all heard this so I won't belabor the point.  I agree with Chris that we (the Dem Party) do have a problem.  That we may only be able to illustrate it anecdotally is just a matter of statistical massaging.  That we have to deal with it and bring these folks back into the societal framework is a given.  HOW we do that is going to be the problem.  The devil is always in the details.  Mandating behavior is almost always counterproductive.  So I don't think you force people to vote, you make it easier to vote.  Lifetime registration, extended early voting periods, vote by mail, no disenfranchisement for felonies, no use of the polling places for law enforcement purposes(unless in pursuit), enforcement of the half day voting allowance for all employees, passage of a right to vote law, field trips to polls for all persons attending public schools both primary and secondary.  I could go on and on but you see my point.  These are some of the many things we as a party can do or advocate.

To really be serious about this, you need to read Why Americans Still Don't Vote: And Why Politicians Want It That Way by Frances Fox Piven and Richard Cloward.  Among the things they show is that America's class bias in voting dates back to 1896, after it had reached a historic high-point.  The Southern disfranchisement of blacks (and poor whites, as a free-bee bonus!) accounted for the first major decline, but other factors soon intruded to widen the gap.  

In 1988, Pivens and Cloward wrote the first version of this book (without "Still" in the title), and they helped spark the drive to increase registration via the Motor Voter Bill.  This book tells the story leading up to the first verion, and then looks at what happened with the struggle they helped to spark, and how and why t fell short.  Whether or not you agree with their entire analysis, you owe it to yourself to read this book to know what some of the hard problems are, as well as the long-term history.

In the end, Piverns and Cloward argue, the shrunken electorate is a self-perpetuating entity.  Excluding mostly poor people from the political process keeps their issues off the table, which keeps them away from the voting booth.  Political scientists can then turn around, and claim that they don't differ significantly from voters, so there's not really a problem there. But Pivens and Cloward argue that the measures of opinion being used are themselves the product of a political process that excludes the poor.  If they were politically engaged, different measure would appear as a result of the political process.

There is support for this view from other sources using other approaches to analyzing public opinion. For example, the book Reading Mixed Signals : Ambivalence in American Public Opinion about Governmentby Albert H. Cantril and Susan Davis Cantril show that likely voters are almost evenly split between critics (45%) and supporters (46%) of government spending, but that unlikely/non-voters are overwhelmingly supporters (53%) rather than critics (32%).

Having read the Pivens/Cloward book I definitely see your point.  And one of the least developed ideas from that book is that politicians from BOTH parties don't want poor voters rocking the boat.  Class issues would be and were much more prevalent in public discourse when the poorer voters were engaged.  The history of the Reform movement in America is a history of disenfranchisment of the lower class voters to the greatest extent possible.

I'm very glad you brought up Piven and Cloward. Fran Piven is a national treasure, still kicking in NYC. Dick Cloward died a couple of years ago.

I worked most of the 90s on projects aimed at increasing electoral participation by low income people and I am convinced that just about NO incumbent, of either party, wants the electorate expanded. The existing electorate worked to get them in; why change it? For the Dems, they have seldom been able to deliver much for their low income constituents, so after a few years in office, they especially don't want pushy newcomers questioning whether they've come through for the communities.

it is tough work getting these low income non-voters to vote -- they don't believe anyone is going to help them, so they don't care. We have to create the situation in which communities put expectations of voting on their members. This exists for many older Black folks, but not the younger generation.

Agree fully with the need to increase voter turnout. Also agree that some of the strategies above might be helpful - and other creative approaches are needed.

But it seems there is something vital lacking in the discussion. People are more likely to vote if they feel that doing so will address their concerns and improve their quality of life.

For decades, the needs of the poor and the disenfranchised have been minimized or ignored by both parties, even when they are given lip service at election time. Because people are poor, it doesn't make them stupid. If there is nothing to choose between parties, why bother to vote?

If a party wants to gain the loyalty and the votes of a given group, they need to show by action that they are willing to hear and support that group.

I live in the Appalachians. There is no shortage of really poor people.  We canvassed for weeks before the election.  Poor people are very responsive to this.  The best place to go to get new voters is a trailer park or way in the backwoods --where people live in a shack or a trailer.

Here's the problem.  Most of those people know they are being screwed, but they don't know who is doing it. They are not politically informed.   They think that it is just "politicians" who are treating them badly and so they don't vote.  Some of them have other problems:  ie., unreliable transportation (we helped them get to the polls or at least offered and gave our phone numbers) or especially with regard to women, who are much more likely to vote Democratic, lots of little kids who make getting to the polls difficult.

If you want to get more turnout from the poor, you need to help them get to the polls and help them understand that it is NOT the Republicans they should be voting for, even if their preacher tells them that it is.   They can be easily convinced, but you have to make an effort.   If all the people who are going to DC would canvas in their counties -- (we have people going out even now this far from an election) it could make a huge difference. It's far less threatening than it sounds like to knock on strangers' doors. After you've done it a few times, it starts to be enjoyable.  It especially helps if you can get your local Democratic party to try to help these people in other ways.  Do they need somebody to come and fix the broken down playground across the street? Organize that for them.  Make them feel like somebody cares about their problems.

The other thing is to work politially to re-enfranchise people who have been convicted of minor crimes (ie., drugs).  We ran into several groups of young men, all of whom were ashamed to tell us and upset that they had been in trouble with the law and had been disenfranchised.  They all wanted to vote and would have but we tried and found out that our state wouldn't let them.

To get poor people to vote, you have to understand where they are coming from and what their problems are.  It's like New Orleans. It's not enough to sit back in your comfortable house and pontificate about why the poor don't get in their cars and whip out their checkbooks and stay in a nice safe Holiday Inn somewhere else.  they have no money, they have no resources, they have no one to help them and they don't understand what is going on.  If you can help them with things, they will vote. Helping them vote is one of the best things you can do for this country.
