Take a free vacation, lose a committee seat

Hot off the press, the AP reports that Lawmakers Belatedly Disclose Trips:

At least 43 House members and dozens of aides failed to publicly report travel financed by special interests until Majority Leader Tom DeLay's trips were scrutinized, an Associated Press review shows.

Despite a rule requiring public disclosure within 30 days after a trip's conclusion, the AP found at least 198 recently filed travel reports that were as much as eight years late.

And Democrats were equally guilty of not reporting trips paid for by lobbyists:

Most of the previously undisclosed trips occurred in 2004, but some dated back to the late 1990s. House Minority Whip Steny Hoyer, D-Md., recently disclosed 12 trips, the oldest dating back to 1997.

Stacey Bernards, a spokeswoman for Hoyer, said the office searched the files after the travel issue was raised initially by "Republicans doing opposition research to deflect from their own ethical issues."

Hoyer's undisclosed trips were nearly doubled by Rep. Ellen Tauscher (news, bio, voting record), D-Calif., with 21. Rep. Luis Gutierrez (news, bio, voting record), D-Ill., reported 20 past trips and Rep. Elijah Cummings (news, bio, voting record), D-Md. reported 13.

The Democratic party needs to get out in front of this issue and start handing out severe penalties for lawmakers that take vacations on the taxpayers dime or on a lobbyist's account. Among the Democratic staffers who violated the House Rule was a member of Nancy Pelosi's staff, who has been very critical of Tom DeLay.

I don't care who gets caught, the Democratic party needs to clean house and hand out sanctions so this pattern is not repeated. Pelosi's staff member should be fired.
Republican and Democratic House members were nearly equal rules violators in failing to disclose their personal trips within 30 days after the trip's completion. There were 23 GOP members, 19 Democrats and one independent, all of them months or years late in their reporting to the House public records office.

Staff members for House Minority Leader Nancy Pelosi, D-Calif., disclosed 11 prior trips, while staff members for DeLay, R-Texas, had four. Rep. John Linder (news, bio, voting record) of Georgia, a former chairman of the House Republican campaign organization, belatedly filed nine trips, as did Rep. Maxine Waters (news, bio, voting record), D-Calif

Joel Hefley is shocked! Shocked that travel junkets are a problem in both parties. Who knew?

The volume of unreported trips surprised the former chairman of the House ethics committee, Rep. Joel Hefley (news, bio, voting record), R-Colo.

"I didn't realize the extent of the problem," Hefley said in an interview. "There is no particular sanction (for tardiness) if you come back and file. They get lax. They don't think about it.

"People will be more aware now. The ethics committee will be more aware that it's a problem."

Will the ethics committee change the rule that doesn't provide any penalty or punishment for violation of the House reporting rule? If they get caught, all they are required to do by the current House rule is turn in a report, even if it's eight or ten years late.

The travel in question is not for official government trips known as CODELS, shorthand for Congressional Delegations.

The special interest trips are usually financed by corporations, trade groups, think tanks, universities and others. They often pay for first-class commercial seats or provide corporate jets for lawmakers.

Many trips combine speeches, seminars and fact-finding tours with golf, sightseeing, shopping and accommodations at first-class hotels -- often in foreign countries.

"This sudden rush to file reports on previously undisclosed trips is certainly filling many pages of congressional passports," said Kent Cooper, head of the PoliticalMoneyLine Internet site that tracks political donations and travel.

The Democratic party needs to get out in front of this story and insist on sanctions for violators.

Popular destinations listed in the tardy disclosures included Amelia Island, Fla.; New York City; San Juan, Puerto Rico; San Francisco; San Diego; Miami and Las Vegas. Foreign sites included Cuba, Taiwan and Israel.

Among the most expensive trips:

_Rep. Jim Matheson, D-Utah, and his wife, Amy, traveled to Australia last November, listing a combined airfare of $24,804 paid by the American Australian Association. The nonprofit group says it is devoted to strengthening relations between the United States and two allies, Australia and New Zealand. Matheson said meals and lodging were picked up by the Australian government, but no amounts were specified.

_Rep. Bob Beauprez, R-Colo., and his wife, Claudia, traveled to Israel and Spain last November and December, listing the cost at $21,226. The travel, for participation in a Jerusalem conference, was financed by the Michael Cherney Foundation. The organization has various charity projects in Israel, including help for victims of suicide bombings.

_Rep. John Linder, R-Ga., and his wife, Lynne, traveled to Israel and Jordan in January 2004 at a cost of $19,650. Linder said the trip, sponsored by The Jerusalem Fund, was designed to promote international understanding.

Even if it means Maxine Waters loses her committee seat:

Waters, the California Democrat, insisted her late reports were unrelated to DeLay's troubles, and blamed those who paid her way.

"Sometimes they run late because the people who are responsible for inviting you have to get you all the receipts and they are so slow," Waters said.

Bullshit! Congressional representatives of the people who are responsible for tracking hundreds of billions of dollars of taxpayers money need to get their own house in order, before they mention another word about Tom DeLay.

Corruption in either party is unacceptable. If Maxine Waters or any other Democrat is too incompetent to keep their travel reports current, they are not competent to sit on committees or vote on legislation.

If they have to fall on their sword until they get their ethics problems resolved, so be it. It will serve as a lesson to all Democrats that the party does not tolerate political junkets either on the taxpayer's dime or on a lobbyist's check book.

I'm sending them both an email and letting them know they are ethically obliged to either step down or apoligize to Tom DeLay.

Update on Privately Paid Travel for Members of Congress 05/30/2005
In the first three weeks of May, numerous Members of Congress filed disclosures on 178 trips, including new trips in 2005 and also old ones from 2001-2004. Several Members filed reports on more than a dozen trips. Rep. Tauscher disclosed 21 earlier trips, Rep. Gutierrez disclosed 20 earlier trips, and Rep. Cummings disclosed 13 earlier trips.

National Nutritional Foods Assn paid $2,357 for a Sen. Hatch trip 6/27-29/03 to Las Vegas, NV, and their PAC gave $6000 on 6/27.

American Crystal Sugar Co paid $2,065 for a Rep. Abercrombie trip 11/30-12/2/04 to Honolulu, HI, and their PAC gave $5000 on 12/1.

National Nutritional Foods Assn paid for a Rep. Cannon trip 7/16-17/04 and their PAC gave $4500 on 7/16. And the Herbalife Int'l Inc. PAC gave $1000 on 7/16. Individuals contributions totaling $3,750 also came on 7/19 from seven executives of Natrol, Anaholic Laboratories, Capsugel, General Nutrition, Natures Way, Health Holict, and NBTY.

Safari Club Int'l paid for Sen. Ben Nelson trip 1/23-24/04 and their PAC gave $1500 on 1/24. Safari Club Int'l paid $1,774 for a Rep. Hayes trip 1/22-24/04 to Reno, NV, and their PAC gave $2000 on 1/24. Safari Club Int'l paid $1,132 for a Rep. Rehberg trip 1/31-2/1/03 to Reno, NV, and their PAC gave $1000 on 2/1.

National Assn of Govt Guaranteed Lenders paid $892 for a Rep. Velazquez trip 10/10-14/04 to San Diego, CA, and their PAC gave $4000 on 10/14.

Recording Industry Assn paid $11,685 for a Rep. Sensenbrenner trip 1/10-17/03 to Taiwan for "judiciary committee fact-finding trip", and Viacom PAC gave $3000 on 1/15. Metro-Goldwyn-Mayer PAC gave $1500 on 1/17.

American Assn of Airport Executives paid $9,634 for a Rep. Hal Rogers trip 1/9-16/04 to Lihue, HI, to participate in 2004 Aviation Issues Conference, and their PAC gave $2,000 on 1/13/04.

American Assn of Airport Executives paid $2,947 for a Rep Hal Rogers trip 8/1-5/04 to San Francisco, CA, for "legislative conference covering aviation security and transportation issues", and the Aircraft Owners and Pilots Assn provided $1,000 on 8/4.

National Assn of Insurance Commissioners paid $1,643 for a Sen. Nelson trip 6/21-23/03 to NY, NY, and the Council of Insurance Agents & Brokers PAC gave $2000 on 6/23.

Chicago Board of Trade paid $4418 for a Rep. Jerry Moran "educational" trip 4/26-27/04 to Chicago, IL, and Chicago Board of Options Exchange PAC gave $1000 on 4/27.

Electric Power Supply Assn paid $862 for a Rep. Barton trip 1/19-20/03 to Aventura, FL and American Electric Power PAC gave $1000 on 1/20.

Massachusetts College of Pharmacy paid $1,469 for a Rep. McGovern trip 3/7-11/03 to Havana, Cuba and American Pharmacists Assn PAC gave $1000 on 3/7.

Tax Council paid $1,735 for a Rep. Ryan trip 3/5-9/04 to Ft. Lauderdale, FL, and the American Collectors Assn PAC gave $1000 on 3/5.

Airbus Industries paid $11,712 for Rep. Tancredo trip in 8/15-24/04 to Toulouse, France for "Aviation fact-finding visit to Airbus Headquarters" and American Central European PAC provided $500 on 8/16.

Of course DeLay is one of the worst offenders. Who is Ney?

Tripping Over Travel Reports

Even after several months of inquiries into travel records of Members of Congress there are still unanswered questions. The records of Rep. Tom Delay and Rep. Bob Ney are two examples.

Rep. Tom DeLay's reports under House rules for Member Travel Disclosure do not completely match his personal financial disclosure reports under the Ethics in Government Act. Listings of each Member's Privately Paid Travel Disclosures and each Member's Ethics Act filings are available on PoliticalMoneyLine's candidate profile page.

A 2002 Member Travel Disclosure filing, signed by Delay, reports a 1/5-14/02 trip to Hawaii paid for by the American Assn of Airport Executives . The instructions at the top of the form state, "This form does not eliminate the need to report all privately funded travel on the annual Financial Disclosure Statements of the persons required to file them." There is no listing of this trip on DeLay's 2002 Ethics Act Financial Disclosure report.

DeLay's 2003 Ethics Act report lists three trips paid by the DeLay Foundation for Kids, including a 3/14/03 trip "Virginia Beach-West Palm Beach," a 4/11-19/03 trip "Wash DC-Miami-Houston," and a 5/16-19/03 trip "Pittsburgh-Providence-Westerly, RI-West Hampton, NY-Westerly-Providence-Wash DC." There are no Member Travel Disclosure reports for those three trips.

DeLay's 2001 Ethics Act report lists one trip paid for by the Tom DeLay Legal Expense Trust. There is no Member Travel Disclosure report for this trip.

There are other trips listed on DeLay's Ethics Act reports for 2002 (6) and 2001 (6) that appear to be "political" and may not have been required to be reported on Member Travel Disclosure forms. Three of the 2002 trips were paid for by TRMPAC.

Rep. Bob Ney's Travel Disclosure Form for a 8/3-9/02 trip to the United Kingdom, including Scotland and London, reported the sponsor as the "National Center for Public Policy." However, David Ridenour, VP of the National Center for Public Policy Research, has stated his organization did not sponsor Rep. Ney's trip to Scotland. No amendment to the original form has been filed.

527 Filings

The Club for Growth's 527 account reported raising $209,245 and spending $120,146 in April.

The Senate Accountability Project registered as a 527 organization on 4/20. Their stated purpose is to "educate voters on public policy matters, particularly issues before the United States Senate. The president is Mark Iola. View the filing and its list of officers and directors from Texas, California, Washington and Connecticut. Congress Daily AM reported that the group has spent $50,000 countering negative ads about Sen. Reid run by Progress for America.

The People for Floridas Future Inc (FL) registered as a 527 organization on 2/6/03 but filed no disclosure reports until 5/26/05. Their seven reports indicated receipts of $236,450 and expenditures of $130 through the end of 2004. Major donors were Wellcare Health Plans (FL) $30,000; Preferred Medical Plans (FL) $20,000; United Healthcare Corp (MN) $10,000; and American Dental Plans (GA) $10,000.
