I recall the memo in several articles in DC papers (mostly the post) after the weekend session. The outcry Dems and GOPers make over inside the beltway things like that often spill out even though an analysis of the total reporting would show a relatively minor amount of the issue in question. Not so much how much was written about the memo as where it was written.

Just a guess though.
