Budget Deal To Prohibit DC from Funding Abortions

The budget deal agreed to Friday night between Congressional leaders and brokered by the President to avert a government shutdown includes a provision banning the District of Columbia from spending its own funds to subsidize abortions for low-income women. 

Specifically, the rider reads as follows:

Prohibits the District of Columbia from using its own, non-federal funds to pay for abortions beyond the very limited circumstances in which federal funds are currently available (in circumstances of rape or incest and to save the life of a pregnant woman). Sec. 1590.

Republicans also managed to retain a rider prohibiting the District of Columbia from using Federal funds for a syringe exchange program even though such programs have long been proven as a cost-effective means of preventing transmissions of deadly diseases. However, the GOP did find the necessary funds to restart the city's controversial school voucher program, the D.C. Opportunity Scholarship program, that is really no more than a boondoggle for religious schools. The program has been a priority of House Speaker John Boehner, using Federal tax dollars to subsidize private-school tuition. Both DC Mayor Vince Gray and DC's non-voting Delegate Eleanor Holmes Norton oppose the school voucher program.

It's pretty evident that GOP is captive to the interests of the Christian Right. Bill by bill and whenever they can, they inch us forward towards a theocracy.

UPDATE: Via Politico, the reaction of DC Delegate Eleanor Holmes Norton to the riders concerning the District in the budget:

“This morning, District residents learned that the administration and Senate Democrats were willing to let the House Republicans treat them as second-class citizens,” Norton wrote in a statement. “I am relieved that the bill did not include the national policy riders I abhorred. …However, this entire city of 600,000 taxpaying Americans has every reason to be angry that the administration and Senate Democrats did not draw a similar line in the sand that stopped at the District, and the self-governing rights of its citizens.”

And taxpayers should pay for abortions why? How is it my responsbility as a taxpayer to pay for someone who doesnt choose to use birth control or abstain from sex when they choose to have an abortion? It isnt...and the founders woudl be shocked to know that any federal or taxpayer money was used to fund such behavior.

It is apparent that you do not understand that DC lacks home rule and that according to the Constitution, it is Congress that has the final say over laws in the District. So here the citizens of DC through their city government have chosen to subsidize abortions for the poor and fund a needle exchange program. But Congress is now overriding the elected representatives of the District telling Washingtonians how they can use their own LOCAL funds. Unfortunately in this regard, the Constitution is so outdated that DC remains a colonial outpost disenfranchised. Its single member in the House doesn't even get a vote.

Moreover, it is also clear that you don't realize that the Hyde Amendment passed in 1976 already prohibits the use of Federal funds for abortions so you can rest easy, your tax dollars do not fund abortions anywhere in the US except in cases rape, incest or to protect the life of the mother. 

No other federal capital in the world has its citizens disenfranchised. This is the reactionary Christian right legislating their morality on the hapless residents of the District simply because they can.

And who the hell cares about the Founders think about our world? This isn't 1789.

If you don't like liberal-socialism, you ought to move to a third world country where it is not in practice. However, in the US we practice liberal-socialism, however imperfectly. Maybe one day we will follow the social democracies of Europe, e.g., Sweden, and attain a much improved social system than we have today.

The DC exclusion is a vote against women, and as long as women understand that, I have no problem with the right wing war against them. It may come back to haunt them in 2012.
