Reid Open To Health Care Fast-Track?

On the heels of Todd's post about the 60-vote Senate threshold, this seems like news:

WASHINGTON (AP) -- Majority Leader Harry Reid indicated Wednesday he's willing to move sweeping health care legislation through the Senate with a procedural maneuver that would block a GOP filibuster.

The prospect of the controversial tactic has already ignited Republicans' ire, and key Senate Democratic chairmen have said they don't want to do it.

Reid, D-Nev., took a different position on a conference call with reporters.

"I think it's something we need to consider," Reid said.

Chairmen Conrad and Baucus are against reconciliation, which would require only 51 votes in the Senate instead of 60. Reid says he wants to give Baucus a shot at a bipartisan bill, but this certainly sets a horizon for the negotiations...

Not sure why Baucus is so opposed...  He is adamantly defending the public option (which is a refreshing surprise), but he can't really think it will make it in a 60 vote bill, can he?

My one guess about reconciliation is that that any bill that goes through that process ends when the budget forecasts end, and with Conrad only proposing a 5 year forecast, that means we'd have another struggle to make health care changes permanent...  So, I agree that a regular bill is preferable...

Still, the threat of reconciliation must be there to get people onbaord!

Reconciliation is not acceptable. Its not acceptable for either party to do it. I dont care for what reason, its just not in the best interest of the Senate or the American people. The Ends do not justify means in this case.

Wrong is wrong...

Yes.....I am a constiutionalist and believe as well in the original intent of the founders. Using this method to pass legislation flies in the face of what the founders intended. Read the history and you will agree. A wrong is wrong no matter who is comitting it. I could give a crap wether it was Harry Reid or Trent Lott....

You will have to point me to the constitutional provision that mandates a supermajority for passing any legislation through the Senate.  I have my pocket constitution handy, but I can't seem to find that provision...

AP reported that health care will be determined this way but not energy. I saw it on Digby's blog. I hope it is true. No way can we get a good health bill with more than 51 votes. This way even Blue Dogs lose a lot of power.

Whether they follow through on the threat or not, this is how you play politics.  You leverage an advantageous position, you don't let the Mark Halperins of the world cow you into saying "ZOMG, we would never do anything uncivil like using reconciliation!"
